Origin of goods

The origin is the "economic nationality" of goods exchanged in international trade. Non-preferential origin and preferential origin are distinguished.

Non-preferential origin

Country where the goods underwent their last transformation. Declared as import and export in box 32 of the detailed declaration (Article 21 of the Customs Code).It confers no tariff advantage: it serves to grant economic nationality and combat dumping.

Preferential origin

Acquired by goods exchanged within the framework of free trade agreements concluded by Tunisia, according to one of the rules: wholly obtained products, sufficiently processed products, or cumulation of origin.It entitles it to a preferential tariff regime.

Proof of preferential origin

EUR1 / EUR-MED movement certificates issued and authenticated by customs authorities;Certificates issued by chambers of commerce and industry, authenticated by customs;Declarations on invoice established by any exporter or by an authorized exporter.

Declaration on invoice / EUR-MED

Provided for by Article 22 of the Pan-Euro-Med Protocol: established by the exporter on the invoice, delivery note or any commercial document, for originating products.

Approved exporter status

Granted by the Directorate General of Customs; allows for the establishment of declarations on invoice regardless of the value of goods exported to the Pan-Euro-Med area (Article 23 of the protocol).

Validity of proof of origin

EUR1 / EUR-MED: 4 months from their issue date;Declarations on invoice: 4 months;Arab certificates of origin: 6 months.
